Responsibilities of the Doctoral School Council

The responsibilities of the Doctoral School Council are those provided for by the legislation in force. In addition, SD-AC defines the following specific responsibilities:

Governance, Regulations, and Strategy

  • develops and updates the regulations and rules specific to the doctoral school through consultation with all doctoral supervisors and the academic community, in compliance with the legislation in force;
  • develops and coordinates SD-AC’s doctoral research strategy in accordance with current research directions in the fields organized by SD-AC, aligned with the scientific research strategy of the Faculty of Automatic Control and Computers and with national research-development-innovation plans;
  • endorses the SD-AC staffing plan after consulting the doctoral supervisors;
  • establishes the schedule of doctoral activities in coordination with the institutional calendar;
  • performs other specific responsibilities established by national legislation, POLITEHNICA Bucharest internal methodologies and regulations, the university charter, or other normative acts.

Research, Affiliation, and Quality

  • monitors research activities within SD-AC;
  • proposes granting or revoking doctoral supervisor status within SD-AC, proposes minimum scientific performance standards for the affiliation of doctoral supervisors with SD-AC, and monitors compliance with the habilitation and affiliation procedures;
  • provides assistance in the habilitation process for new doctoral supervisors, in accordance with the legislation in force and the regulations of the POLITEHNICA Bucharest Senate;
  • proposes quality standards to be observed by doctoral supervisors when nominating members of advisory and academic integrity committees;
  • adopts the measures necessary to ensure the quality of doctoral studies, the proper conduct of periodic evaluations of the doctoral school and doctoral supervisors, compliance with ethics and professional conduct standards, and the external evaluation process for accreditation/reaccreditation or provisional authorization of the doctoral school;

Admission, Places, and Doctoral Progress

  • is responsible for the proper conduct of the admission competition within the doctoral school by field, according to the methodology approved by the POLITEHNICA Bucharest Senate;
  • proposes the doctoral admission committees by field within the doctoral school for each admission session;
  • endorses doctoral admission results and decides on the enrollment and expulsion of doctoral students upon the proposal of doctoral supervisors who are members of SD-AC;
  • establishes the distribution of places funded from the state budget, with or without scholarships, and tuition-paying places, by field and doctoral supervisor, following admission results and ranking;
  • carries out the evaluation process for doctoral students and the reallocation of doctoral scholarships, where applicable, in accordance with POLITEHNICA Bucharest internal regulations;
  • validates requests for interruption and extension submitted by doctoral students, in accordance with legal regulations;

Programs, Committees, and Theses

  • prepares and proposes the content of doctoral study programs approved by CSUD through consultation with doctoral supervisors (proposal of courses within the advanced university studies training program);
  • approves the advisory and academic integrity committees for doctoral students upon the proposal of doctoral supervisors;
  • endorses the review and public defense committees for doctoral theses;
  • contributes to mediating conflicts between doctoral students and doctoral supervisors and decides on transferring the supervision of a doctoral student in training to another doctoral supervisor, under the conditions provided by law;
  • establishes, together with the doctoral supervisor, the intellectual property rights regime for the doctoral thesis;

Internationalization and Resources

  • supervises European and jointly supervised doctoral programs, company-supported programs, and internships undertaken by doctoral students abroad;
  • manages the SD-AC budget as part of the budget of the Faculty of Automatic Control and Computers within POLITEHNICA Bucharest or IOSUD, based on state budget funding, doctoral tuition fees, and revenues obtained from research projects or sponsorships from relevant companies;
